Matt Kinghan is a Director in Iceni’s Economics Team and leads the company’s work on Industrial and Logistics. He brings over 20 years of experience in development economics, with particular expertise in economic needs assessments, commercial property dynamics, and the relationship between employment and housing growth. He sits on the BPF’s Industrial Committee.

Matt brings extensive experience of advising both public and private sector clients on planning issues relating to employment land and logistics. He has advised over 50 local authorities in recent years, including appearances at Local Plan Examinations for areas such as Greater Cambridge, Bassetlaw, Solihull, Lichfield & Tamworth, Ealing, Uttlesford, Dorset, and West Northamptonshire. He has also led several strategic sub-regional logistics studies for the public sector, helping to identify the scale of need and suitable locations for strategic logistics development in areas including the South East Midlands, Leicestershire, and the West Midlands.

Matt has also supported a wide range of developers in promoting sites for employment use, including greenfield and Green Belt sites, where his work on needs is critical to unlocking planning consents.  He is regularly involved in examinations and public inquiries, contributing evidence and expert insight to support site promotion and planning applications.
